On the afternoon of October 10, the ceremony of the Strategic Cooperation Agreement signed by XJTU and 12 cities and districts including Xi’an city, Baoji city, Xianyang city, Tongchuan city, Weinan city, Yan’an city, Yulin city, Hanzhong city, Ankang city, Shangluo city, Xixian New District and Yangling Demonstration District was held solemnly in Shaanxi Hotel. The new starting point, new model and new chapter of the cooperation between universities and districts were opened completely. The curtain rose on the strategic cooperation between XJTU and 12 cities and districts of Shaanxi province.
The vice governor of Shaanxiprovince Zhuang Changxing attended the ceremony and delivered a speech. The party secretary of XJTU Zhang Maizeng chaired the signing ceremony and president Wang Shuguo signed the agreement with the heads of each city and district on behalf of XJTU. The mayor of Xi’an city Dong Jun, the vice secretary general of the provincial government Hu Baocun, the party secretary of Baoji city Shangguanjiqing, the party secretary of Xianyang city Jiang Feng, the party secretary of Tongchuan city Feng Xinzhu, the party secretary of Shangluo city Hu Runze, the director of Shaanxi Province Development and Reform Commission Fang Weifeng, the president of the Department of Education of Shaanxi Province Li Xingwang, the vice president of the Department of Science and Technology of Shaanxi Province Shi Gaoling, the vice president of the Department of Industry and Information of Shaanxi Province Zhao Dong, the vice inspector of the Department of Finance of Shaanxi Province Wu Quanwei and the vice president of the Trade Promotion Association of Shaanxi Province Li Jianhua witnessed the signing.
The relevant leaders of 12 cities and districts of Shaanxi Province, the heads of the departments like the Development and Reform Commission, the Bureau of Education, the Bureau of Science and Technology and the Bureau of Industry and Information, all the leaders of XJTU, the president of each school and the heads of the relevant functional departments attended the signing ceremony.
Carry out the strategy of development driven by innovation and jointly create beautiful future of common prosperity
President Wang Shuguo delivered a speech first. He said that general secretary Xi Jinping pointed out that science and technology work must be geared to the national strategic demands, be oriented toward the science and technology frontier of the world and cater to the main battlefield of economic construction, which pointed out the direction of managing the universities in the 21st century. XJTU wants to be indomitable and conducts the cause on the land of Shaanxi that makes the Chinese people and the people in Shaanxi feel proud. President Wang introduced the plan and thought of XJTU on structuring high-end talents’aggregation place and pushing national in-depth reform and the construction of Silk Road Economic Belt and he expressed that XJTU would bravely undertake the tasks in the process of the national and local reform and development, was willing to contribute wisdom and power and serve the regional economy and social development of Shaanxi with the advantages like talents and positive results. In the background that China pointed out the strategy of development driven by innovation, under the support of the provincialcommittee and the provincial government, XJTU will build Chinese West Science and Technology Innovation Port together with Xixian New District, trying to make it become the original power of the sustainable development of west economy, hope to introduce high-end talents endlessly, anddeliver science and technology results and boost the sustainable of economy and society. All the teachers, students and staffs of XJTU are willing to be earnest and down-to-earth and make their own contribution to realizing XJTU’s dream, Shaanxi’s dream and Chinese dream.
The mayor of Xi’an city Dong Jun delivered a speech on behalf of the 12 cities and districts. He expressed that the signing ceremony concretely embodied that our province deeply carried out the spirits of the 18th National People’s Congress of CPC and the Third Plenary Session of the 18th Central Committee of CPC and sped up constructing the synergicinnovation mechanism of production, study and research. It was also the important move of all the cities in the whole province to actively carry out the strategy of development driven by innovation and greatly push the transformation and upgrading of economy, marked that the cooperation between cities and universities entered bigger field, deeper layer and higher level,which would inject new power to the competitive and synergicdevelopment. Xi’an Municipal Government would deeply conduct practical cooperation in many fields with XJTU on the tasks such as overall science and technology resource reform, pushing the transformation development of cities and speeding up constructing the international metropolis and Silk Road Economic Belt. The municipal government would consistently support the construction and development of XJTU, give policy support in the aspect of science and technology innovation, results transformation, talents moving and resource allocation, and create a good development environment for XJTU to turn it into the first rate university of the world.
Vice governor Zhuang Changxing pointed out in his speech that XJTU signed the Strategic Cooperation Agreement with 12 cities and districts of Shaanxi province, which opened the new means of omnidirectional strategic cooperation between the universities under ministries in Shaanxi and each district of the whole province and initiated the new model of cooperation among production, study and research. It was also the important action to carry out the strategy of structuring innovative province of the provincial committee and the provincial government. XJTU took serving local and social economic development as its task, actively integrated into the districts，played a good demonstration role for the omnidirectional strategic cooperation between universities and districts, a driving role for the application and transformation of science and technology results and a leading role for the innovative provincial construction. He hoped that XJTU would take the signing as conjuncture, further push the deep cooperation between universities and each district of the whole province and conduct more practical and closer cooperation with local governments in the field of science and technology innovation. He hoped that XJTU would bring its advantages in science and technology resource and human resource into play. The management committee of each city and district could bring the advantages of government like macrocontrol, resource allocation and organizational promotion into play, jointly innovate systems and mechanism, innovation vigor, speed up the transformation of science and technology results and make greater contribution to constructing “Sanqin”. The provincial committee and the provincial government will further enlarge the support for XJTU and promote XJTU to turn itself into a first -rate university in the world.
Party secretary Zhang Maizeng pointed out that under the great support of the provincial committee and provincial government, XJTU deeply talked with 12 cities and districts of Shaanxi province, reached Strategic Cooperation Agreement in succession, jointly agreed on letting science and technology promote the economy, letting education serve the society, letting management raise level, jointly pushed the implementation of the strategy of development driven by innovation pointed out by the central government and realize the common development of cities, districts and universities by strengthening the cooperation between universities and districts. The speech of vice governor Zhuang Changxing pointed out hopes and requirements for XJTU and each city and district on constructing innovative province and jointly serving the construction and development of Shaanxi’s economy. XJTU should carefully carry out all the directives of the provincial committee and provincial government, conduct more practical and closer cooperation with the local governments in the fields of science and technology and talent training, make the two parties realize complementation of advantages, share resources，be mutually beneficial in win-win situation,and make contribution, intensify strength, raise level and promote development in service. He emphasized that XJTU should pay more attention to serving the demands of China, society and people. Especially, it should make contribution to pushing the strategy driven by innovation, speed up the construction of innovative province and realize the target of “Sanqin” and take better serving the national and local economy and social development as its important task. He hoped that after the agreement was signed, XJTU could strengthenliaison and communication, enhance project docking,closely cooperate,carry out the content of the agreement by sparing no effort, provide the omnidirectional support like substantial result transformation and policymaking support and a talent bank, to generate the fruits of cooperation as early as possible and make greater contribution to the construction of innovativeprovince of Shaanxi province and the development of regional economy, speeding up the construction of “Sanqin” and the development and construction of XJTU.
In the past 6 months, XJTU deeply talked with 12 cities and districts of Shaanxi province and reached Strategic Cooperation Agreement in succession. The two parties XJTU and local governments will let science and technology promote the economy, let education serve the society, let management raise level, jointly push the implementation of the strategy driven by innovation pointed out by the central government and realize the common development of the local governments and XJTU. According to the agreement, XJTU will base itself upon the resource and industrial advantages of each city and district, keep a close eye on the bottleneck problem that constrains the development of each city and district, strengthen research cooperation and project docking, provide omnidirectional supports like substantial result transformation, policymaking support and a talent bank and promote the industrial upgrading, social optimization and innovative development.
XJTU will fully take part in the economic and social development of Xi’an city, fuse the overall development strategy of Xi’an city in the aspect of discipline construction, talent training and scientific research and closely cooperate with the economic and social development demands of the whole city. The two parties will enlarge the cooperation momentum in 6 aspects including erecting the new platform of strategic policymaking consultation, establishing the new mechanism of science and technology result transformation, building the new highland of development driven by innovation, setting up the new system of talent exchange and training, probing into the new practice of intelligent city construction and forming the new model of sharing educational resources. XJTU will provide innovation practice and intelligence support for the overall science and technology resource reform, the transformation and development of cities and the strenuous construction of international metropolis of Xi’an city.
In addition, the cooperation between XJTU and Xianyang city will push the construction of national-level innovative city by “Silk Road Economic Belt”, “Guanzhong-Tianshui Economic Area” and “Xi’an and Xianyang Integration”. The cooperation between XJTU and each city in northern Shaanxi will keep a close eye on the fields like energy resources and chemical industry, fine chemical industry and equipment manufacturing, implement a batch of significant cooperation projects of production, study and research and solve the science and technology problems existing in industrial transformation and development. The two parties will focus on the fields like medicine and minerals, tackle key problems jointly and provide strategic consultation aiming at the ecological resource advantages in each city of southern Shaanxi. In Weinan, Baoji and Tongchuan, XJTU will build science and technology innovation transformation bases and drive innovative city construction by the synergic innovation of science and technology. XJTU will jointly build a science and technology innovation port with Xianyang New District, establish innovation driving platform, structure research and teaching highland, form an intelligentdemonstration city and serve the construction of “Sanqin”.
